Whether I am running surveillance, locating a subject for process service, or identifying a vehicle connected to a case, plate data is often the fastest path to actionable intelligence. In this guide I break down 25 tools and methods investigators use to run plates — from professional DPPA-compliant services to free public resources. A popular consumer-facing license plate search tool. FindByPlate aggregates publicly available vehicle data and user-submitted information. Useful for basic plate queries but limited in depth compared to professional investigator-grade databases. Does not provide DPPA-protected owner data. Carfax is one of the most recognized vehicle history report services, primarily used in the automotive sales industry. Carfax pulls from dealer service records, state title data, and accident reports. Useful for vehicle history but not designed for investigative plate-to-owner lookups. AutoCheck
AutoCheck is Experian's vehicle history report product, competing directly with Carfax. AutoCheck uses a scoring system to rate vehicle history and pulls from auction records that Carfax sometimes misses. Better for used vehicle due diligence than for active investigative plate lookups. VehicleHistory.com provides free basic vehicle history reports by VIN or plate, with paid upgrades for fuller reports. Aggregates data from NMVTIS, NHTSA, and insurance records. Spokeo is a people search aggregator that includes vehicle ownership data as part of its broader profile reports. Running a name through Spokeo after a plate lookup can help cross-reference owner identity with address history, phone numbers, and associated individuals. Once a plate lookup returns an owner name, ThatsThem is a useful free tool to cross-reference that name against address history, phone numbers, and email addresses. Not a plate lookup tool itself but a valuable second step in building a subject profile after the initial plate query returns owner data.

WhitePages is useful for verifying owner identity after a plate lookup. Once you have a name and address from a plate query, running it through WhitePages can confirm current residency and surface associated phone numbers. BlackBookOnline is a free directory of public record resources organized by state and record type. Useful for finding state-specific vehicle registration lookup portals and DMV public access points that are not always easy to locate through a standard Google search.
